News on EB2 retrogression

AILA reported that after a meeting with Department of State’s Visa Office, they are expecting that EB2 will be current for All Other Countries  and the Philipines EB2 by October 1st 2012 and will stay current for the beginning of the US Fiscal Year 2013.  However EB2 is expected to still be August/September 2007 for India and Mainland China.

We wonder if HR 3012 is included in this calculation or we are actually going to see some changes based on HR 3012?
